Immigration challenges

Last month, while Israel was still in lockdown, an urgent flight from Ethiopia arrived at Ben-Gurion Airport. The airport was closed and incoming commercial flights had been banned in an effort to contain coronavirus infection rates. The privately chartered plane, sponsored by the International Christian Embassy Jerusalem, taxied onto the tarmac in the early hours of Friday, Feb. 12, carrying some 296 Ethiopian Jewish olim and six children in need of heart surgery.

One of those children was Biniyam Tesfahun, a 6-year-old Ethiopian-Jewish descendant who had not been granted aliyah by Israel. Doctors had discovered a rare congenital defect a month earlier that had produced a hole in his heart. The Israeli nonprofit Save a Child’s Heart had secured seats on the plane for five Ethiopian children and there was room for one more. But about a week before the flight was to depart, the family received word that the Ministry of the Interior had denied a visa.

Word spread quickly within the Ethiopian community in Israel.

Israelis began posting the news on Facebook sites, anguished that the child could die without treatment. Readers in the United States, Britain and Ethiopia stepped in to write articles and post pictures calling for the government to grant aliyah for the little boy and his family.

In no time, the news reached the office of the minister of immigration and absorption, Pnina Tamano-Shata, who insisted the surgery was an emergency and urged the Ministry of Interior to reconsider its position. A day before the flight was to take off, Biniyam’s parents were told the request was approved. The boy and his family would be issued a 10-day permit for medical treatment in Israel.

“It was all very dramatic,” said Avi Bram, who works for the Gondar, Ethiopia-based aid organization Meketa and helped coordinate the family’s transport to the airport. “None of the family is on the aliyah list, and they have not been given any permission to stay,” but the airlift was finally allowed.

Biniyam’s story, which has now traveled around the globe and been published in multiple languages, is a testament to the bond between the 150,000 members of Israel’s Ethiopian community, the Beta Israel, and the roughly 7,000 descendants still living in Ethiopia. It’s a connection, said Uri Perednik, that dominates the consciousness of many Ethiopian-Israelis on a daily basis and impacts their lives. Perednik serves as the chair for the Struggle for Aliyah for Ethiopian Jewry (SAEJ), a nonprofit organization based in Jerusalem that advocates for the repatriation of the Beta Israel to the Jewish homeland.

Perednik said what happens to the family members in Ethiopia economically and socially continues to have a direct impact on the community in Israel. He added that some of the Beta Israel have been waiting decades to be reunited with their family members. “They are torn between Ethiopia and Israel,” he said. “They send half of their salaries to Ethiopia for their families there.”

The coronavirus pandemic shutdown last year and the growing civil unrest in Ethiopia have only exacerbated concerns. “Now people also have smaller salaries or no salaries because of the COVID economic situation in Israel. So it is very tough on the families,” he added.

Ethiopian-Israelis continue to be among the lowest-paid workers in the country. A study by a media outlet (2018) found that almost 70% of Ethiopian-Israelis work junior positions to cover their household expenses, in a country that has the seventh-highest cost of living in the world (2019). For new arrivals from Ethiopia, that economic disparity can be a Catch-22, as they find they are now the major breadwinners for two entirely separate households.

Absorption challenges

Tamano-Shata, who was appointed in 2020 to direct the country’s immigration and absorption programs, says improving economic opportunities for immigrants starts with equipping them with better tools. Tamano-Shata, who arrived in Israel at the age of 3 during the 1980s Operation Solomon airlift, is the first Ethiopian-born woman to hold a Knesset seat. She understands well the challenges that Ethiopian Jews face as new citizens.

Over the past year, her ministry has restructured several core services of the country’s immigration program. She has expanded Hebrew language study for immigrants from one-and-a-half years to 10 years to help new citizens gain competency in Hebrew. Language barriers, said Tamano-Shata, are “shared [by] all olim from all over the world – those who speak English, Amharic, French, Russian, Portuguese and more.” Studies in Israel have shown that language fluency often affects employment opportunities.

Tamano-Shata has also drafted a five-year plan for “optimal integration” of new olim and targeted benefits, tax breaks and housing assistance that can help new immigrants get started when they begin looking for a new home.

Perednik said the government has been trying for years to address immigrant housing shortages, which are exacerbated by a national housing crisis. “There have been a few housing programs by the government that were supposed to help young Ethiopian families move to better houses,” Perednik said, but “nothing has really changed.” There is hope that Tamano-Shata’s efforts will finally help the situation.

In 2016, Tamano-Shata gained notoriety as a junior Knesset member for calling attention to discrimination against Ethiopian-Israelis. Her calls led to changes to the way racial discrimination is addressed within the halls of the Israeli government. They helped open a national dialogue about racial profiling and discrimination, problems that Perednik said still continue today.

Jewish identity in Israel

Israeli author Rabbi Menachem Waldman agrees that racism is a problem in Israel. In his opinion, the greatest obstacle that the Beta Israel face is how they are perceived by other Israelis. Waldman is the author of 10 books on Ethiopian Jewry. At present, he serves jointly as the manager of Israel’s absorption program and rabbi for the Jewish communities in Ethiopia.

Waldman said the main obstacle that Ethiopian-Israelis continue to face is “their Jewish identity and their colour.” He said, even though rabbis ruled decades ago that the Beta Israel were Jewish and should be allowed to immigrate as Jews, Ethiopian-Israeli citizens continue to face scrutiny and disbelief that they are “100% Jewish.”

The more recent immigrants were required to undergo conversion as a condition of aliyah and are frequently subjected to additional scrutiny when they apply for marriage. Waldman said he believes this type of stereotyping is harmful to new immigrants. “It [leads] to racism,” he said.

Ethiopian-Israelis face economic challenges, he added, but, still, in his view, it is the constant questions about the authenticity of their Jewish identity that pose the greatest risk. “If he is a strong Jew, like other Israelis, he can overcome the difficulties,” said Waldman. “But, if he [is led to believe] that because he is Black he isn’t like other [Israelis] … it [can sow doubt] in his life in Israel.”

Tamano-Shata’s proposed changes to the immigration and absorption programs take some of these concerns into consideration. She said the government continues to make amendments to the ulpan program, which aids in the successful integration of new immigrants. She also advocates that “education, [innovation] and role models are undoubtedly significant and important tools” when it comes to overcoming prejudice.

There have been recent advances when it comes to a broader acceptance of Beta Israel traditions and customs, which generally date back to pre-talmudic times and are not widely understood by many Israelis. In 2008, the Sigd festival was formally recognized as a national holiday. While the festival has changed dramatically since its early days in Ethiopia, there are signs of a growing appreciation of the holiday in Israel, which occurs 50 days after Yom Kippur. According to Beta Israel beliefs, it is the date when God was first revealed to Moses.

In 2020, then-deputy minister Gadi Yevarkan proposed that Sigd should become an integral part of Israeli Rosh Hashanah celebrations, and celebrated by all Jews. The yearly attendance of the festival by the prime minister and other dignitaries has helped publicize the significance of the holiday and, in turn, encourage better acceptance of the Beta Israel and their traditions in the Jewish homeland.

Looking for Sklut family

In looking through the Jewish Independent’s archives, after reading this article, this photo of Pte. Paul Sklut was found.

A Belgian tour guide and historian, Niko Van Kerckhoven, wrote to me recently. Van Kerckhoven, 50, and his teenaged son, regularly visit the graves of the Canadian soldiers who were killed liberating his town, called Wommelgem, during the Battle of the Scheldt, which was the Canadian campaign in the area surrounding the crucial port of Antwerp in fall 1944. It cost more than 6,000 Canadian casualties to take it, including that of Jewish volunteer Pte. Paul Sklut.

Van Kerckhoven has found photos of nearly all of the Canadian “boys” whose graves he visits, but not Sklut’s. As he wrote to me, “I’m quite desperate. You are pretty much my last chance for a picture!”

Sklut was the son of Russian-Jewish parents, and the family lived on Ferndale Avenue in Vancouver. It was a short walk to Britannia High School, where he was in the cadet corps, before he graduated.

Sklut’s name was often mentioned in the Vancouver newspapers, for he played competitive tennis, and also gave piano recitals at a venue on Granville Street.

Sklut was studying at the University of British Columbia when he was called up. He had just turned 19 on April 15, 1943. His two brothers, Harry and Donald, were already in uniform, with the army and the Royal Canadian Air Force, respectively. Sklut qualified as an infantry signaller in Kingston, Ont., then shipped out for England in July 1944. He was sent to France on Sept. 11, 1944, attached to the Calgary Highlanders. He was sent into action on Sept. 26. Twelve days later, he was dead.

“Many of them were just arriving here in Europe when they were thrown in this terrible battle of the Scheldt. I know the area well,” Van Kerckhoven wrote. “Many of the replacements died due to lack of training and experience. They really were used to plug the gaps in the infantry, although they were specialists by trade.”

Sklut was wounded on Oct. 8, 1944, and brought to a Canadian medical station that the Royal Canadian Army Medical Corps had set up inside one of the 19th-century forts near Antwerp, known as Fort 2, in Wommelgem. Military records confirm this happened.

Canadian medical personnel with the 18th Canadian Field Ambulance received Sklut at 13:00 hours. He was in really bad shape: he’d already lost his right leg at the knee, and his left leg and knee were fractured. He also had shell wounds in his chest and abdomen.

By 14:00 hours, Sklut was evacuated to the 21st Canadian Field Dressing Station and, then, still in shock, they took him to the Ninth Canadian Field Dressing Station, where he died at 16:30 hours. He was 20 years old.

Locals buried Sklut with other foreign soldiers, about 40 of them, mostly Canadians, in the civilian area of the Candoncklaer Hospital Cemetery in Wommelgen. Later, their bodies were reinterred at the Commonwealth War Graves cemetery in Bergen-op-Zoom, across the border in Holland.

That’s where my Belgian correspondent visits Skult’s grave. Van Kerckhoven is a member of his local historical society in Wommelgen, known as De Kaeck. He would like to find the Sklut family to tell them their relative has not been forgotten; he is also looking for a photo of Sklut.

Court verdict on Grabowski

A Polish court’s ruling that a Canadian Holocaust scholar must apologize for tarnishing the memory of a wartime mayor in Poland continues to reverberate around the world.

The case is being condemned by Jewish organizations and historians as an attack on free academic inquiry. Scholars warn the ruling could further chill an already touchy area of research: the role played by Poles in the murder of Jews in Nazi-occupied Poland.

In a long-awaited ruling on Feb. 9, a civil court in Warsaw ordered two prominent Holocaust scholars to apologize to an elderly woman who claimed they had defamed her late uncle over his wartime actions.

Prof. Jan Grabowski, an historian at the University of Ottawa, and Prof. Barbara Engelking, a sociologist and founder of the Polish Centre for Holocaust Research, were accused of defaming Edward Malinowski, the wartime mayor of Malinowo, a village in northeast Poland, by suggesting in a book that he delivered several dozen Jews to Nazi occupiers.

The professors were ordered to apologize for a passage in Night Without End: The Fate of Jews in Selected Counties of Occupied Poland, a two-volume work they co-edited, which the court said “violated Malinowski’s honour” by “providing inaccurate information.”

The court declined a demand for monetary damages of 100,000 Polish zlotys (about $34,000 Cdn) but ordered the scholars to apologize to Malinowski’s niece, 81-year-old Filomena Leszczynska, who brought the case; publish a statement on the website of the Centre for Holocaust Research; and correct the passage in any future edition.

Leszczynska had argued that her uncle had actually aided Jews and was acquitted of collaboration in 1950.

Grabowski, whose father survived the Holocaust, called the outcome “a sad day for the history of the Holocaust in Poland and beyond Poland. I have no idea what will be the consequences as well as the implications of this trial. But I can say for certain this thing will be studied for a long time by historians,” he told the Globe and Mail.

Prior to the verdict, he warned that, if the lawsuit were successful, “then basically it will mean the end to the independent writing of the history of the Holocaust in Poland.”

The professors were sued under a Polish law allowing for civil action against anyone claiming that the Polish nation or state was responsible for Nazi atrocities. The law was amended in 2018 to drop plans to criminalize the offence.

In her ruling, the judge said the decision “must not have a cooling effect on academic research,” but that is how it is being perceived.

As a senior tenured professor, the verdict, Grabowski conceded in a Postmedia interview from Poland, is “unpleasant. But, imagine you are a 25-year-old graduate student of history. Do you think you’re going to embark upon discovery of difficult history? I don’t think so.”

Grabowski and Engelking said they will appeal the ruling.

Mina Cohn, director of the Centre for Holocaust Education and Scholarship at Carleton University in Ottawa, called the campaign against Grabowski and Engelking “ugly.”

“The Polish government’s attempt to discredit them, and to silence and distort the historical facts of the Holocaust in Poland is appalling,” Cohn told The CJN. “It endangers the basic right of the future freedom of historical research of the Holocaust in that country.”

She said that, as daughter and granddaughter of Holocaust survivors with roots in Poland, “I find this blatant attempt by the Polish government to reject the reality of inherent antisemitism within Polish society before and during the Holocaust, and to discredit survivors’ testimonies, very offensive.”

For Prof. Piotr Wrobel, a specialist in Polish history at the University of Toronto’s Munk School of Global Affairs, the case is an example of the current Polish government’s attempt to control the historical record.

“They try to shape the ‘official’ version and persecute people who do not share [it],” he told The CJN. “This is very sad.”

It was “very clearly” the intention of those behind the lawsuit “to freeze scholarly research into the Holocaust. This was supposed to be a warning. Young people should remember this. If your opinions [and] historical interpretations are different than the official ones, then do not touch the Holocaust,” Wrobel said. “There is a choice between comfort and truth.”

In a statement on Feb. 10, the University of Ottawa offered its “unwavering support” to Grabowski and his “widely respected” Holocaust research. The university called the verdict “unjust.”

“Prof. Grabowski’s critical examination of the fate of Polish Jews during World War II shows how knowledge of the past remains vitally relevant today,” said university president Jacques Frémont. “The impact his work has had in Poland, and the censorious reaction it has generated, demonstrates this truth.”

The university “emphatically supports” Grabowski’s “right to pursue historical inquiry unencumbered by state pressure, free from legal sanction and without fear of extrajudicial attack.”

In Israel, the Yad Vashem Holocaust memorial and museum decried the ruling as “an attack on the effort to achieve a full and balanced picture of the history of the Holocaust.”

Even before the verdict, David Silberklang, a senior Holocaust historian in Israel, said the libel case intended for the two scholars to be “sued into submission.”

The decision “damages an open and honest coming to terms with the past,” said Gideon Taylor, president of the Conference on Jewish Material Claims Against Germany, which sponsors historical research on the Holocaust.

Taylor said Poland “must encourage open inquiry into its history, both the positive and the negative aspects.”

Canadian historian Frank Bialystok, who has written extensively about the Holocaust, sees the verdict against Grabowski and Engelking as a flipping of political extremes in Poland.

The murder of Jews in Poland, even after the war, was documented at the time. “This research was acceptable during the communist era as a weapon against nationalism,” said Bialystok. Now, the two professors are being “vilified” by the nationalist camp.

Friends of Simon Wiesenthal Centre said the ruling could have “a devastating impact on Holocaust research and education.” The organization said it is reaching out to senior government leaders, urging them to speak out against “Holocaust distortion in Poland.”

The American Historical Association went so far as to write Polish President Andrzej Duda, saying “a legal procedure is not the place to mediate historical debates” and urged Polish leaders to “uphold the rights of historians to investigate the past without legal harassment and with no fear of reprisals for making public their historical- and evidence-based findings.”

In 2018, Grabowski announced he was suing the government-funded group that backed Leszczynska’s libel case for allegedly libeling him. He claimed that the ultranationalist Polish League Against Defamation had itself defamed him by questioning his findings about the complicity of Poles in the wartime murder of Jews.

Human rights above all

The National Council of Jewish Women of Canada spotlighted the remarkable story of Iranian lawyer and human rights activist Nasrin Sotoudeh during a showing of the eponymously titled film, Nasrin, on Jan. 10.

Narrated by actress Olivia Colman, the film takes us into Sotoudeh’s life in Tehran, where she has been a stalwart in defending a wide array of people: political activists, women who refused to wear a hijab, members of the religiously oppressed Baha’i faith, and prisoners sentenced to the death penalty for crimes allegedly committed while they were minors. Her work has come with a tremendous amount of personal sacrifice, including prolonged periods in jail.

Among the notable cases brought up in the film is that of Narges Hosseini, who, in 2018, stood on an electricity box on Tehran’s Revolution Street and removed her headscarf to protest Iran’s mandatory hijab law. She was immediately arrested, and Sotoudeh soon took up her cause. At her trial, the prosecutor claimed she was trying to “encourage corruption through the removal of the hijab in public.”

Iranian filmmaker Jafar Panahi is another of Sotoudeh’s clients. In 2010, Panahi was given a 20-year ban on making films, but he has nonetheless continued to create widely praised cinematic works, such as Taxi, in which he played a Tehran taxi driver – Sotoudeh was one of his passengers. The movie won the top prize at the 65th Berlin International Film Festival in 2015. Together with Sotoudeh, Panahi was co-winner of the European Parliament’s Sakharov Prize for Freedom of Thought in 2012.

And there is the unassuming hero we encounter in Sotoudeh’s husband, Reza Khandan. His unflagging loyalty to his wife and family is underscored throughout the film. He, too, has been imprisoned several times, most recently from September to December 2018, after he wrote about human rights violations in Iran on Facebook. He was accused of operating against Iran’s national security by backing the “anti-hijab” movement. Khandan currently faces a six-year prison sentence.

The film relies on secret footage, made possible by intrepid camerapeople within Iran who took on incredible risk to record Sotoudeh in both her professional and private lives. In the midst of filming, in June 2018, Sotoudeh was arrested for representing several women protesting Iran’s mandatory hijab law. Due to health concerns, she was briefly released from prison late last year, but has since been incarcerated again.

During Sotoudeh’s furlough, she was scheduled to undergo tests to monitor her heart. At one time, she was moved to intensive care in a Tehran hospital after a 46-day hunger strike, protesting the conditions political prisoners in Iran have to endure. She also has pressed for their release during the time of the pandemic.

Shortly before her own release from the Qarchak women’s prison, Sotoudeh contracted COVID-19 but has since recovered.

Following the film’s presentation, a panel discussion took place with the film’s director, Jeff Kaufman; its producer, Marcia Ross; activist Shaparak Shajarizadeh; and former Canadian minister of justice Irwin Cotler. The discussion was led by NCJWC president Debbie Wasserman.

“One of the intents of the film is to say it is not just about Sotoudeh and Iran, it is about applying her standards to our countries and ourselves. Let’s take her example and make it global,” said Kaufman.

The filmmakers said they wanted to tell Sotoudeh’s story because she personifies a commitment to democracy and justice, and represents the power of women to shape society. Further, Sotoudeh holds a deep conviction that people of all faiths and backgrounds deserve equal opportunity and protection.

Both Kaufman and Ross spoke of the extraordinary caution taken to preserve the anonymity and security of those shooting the footage in Iran.

Asked about her reaction upon seeing the screening, Shajarizadeh said, “I cried the whole time. We could see ourselves in every minute of the movement.” Shajarizadeh, who now resides in Canada, was a women’s rights activist and political prisoner in Iran – she fought against the country’s mandatory hijab law for women.

“Nasrin is not only the embodiment of human rights in Iran, but a looking-glass into the persecution of all those who are imprisoned in Iran,” Cotler said.

Cotler advocated for “showing the film as much as we can, and [to] have the sort of conversations we are having now, and mobilize the different constituencies that she has been helping.”

Ross said the film will be out later in the year on Amazon and iTunes.

Ethiopians’ long road home

It’s been almost 40 years since Israel coordinated the first airlift of Ethiopian Jews to Israel in 1984. The Beta Israel people, a citizenry of more than 100,000 at the time, were facing starvation in the midst of Ethiopia’s civil war. By the end of Operation Moses, some seven weeks and 30 clandestine flights later, more than 8,000 men, women and children had been airlifted to Israel. Since that time, Israel has rescued more than 30,000 Beta Israel from northern and central Ethiopia.

The impetus for saving Ethiopia’s fractured and often-persecuted Jewish populations goes back to 1921. Rabbi Abraham Isaac Kook, the then-Ashkenazi chief rabbi of British Mandatory Palestine, made an appeal for Jews to rescue the “holy souls of the House of Israel” from “extinction and contamination” in Ethiopia. His urging would be repeated by numerous other rabbis, including a former Sephardi chief rabbi, the late Ovadia Yosef, who, five decades later, declared the population eligible for aliyah to Israel. Nonetheless, there are thousands of Ethiopian families still waiting for their turn to move to the Jewish homeland.

Descendants of Beta Israel

The Jewish enclaves of Gondar City and the Ethiopian capital of Addis Ababa are home to the descendants of those first refugees of the 1980s and 1990s: grandchildren and great-grandchildren, fathers, mothers and children who were born while their parents waited for Israel to fulfil its stated promise to provide a new home. Their primitive living conditions, say aid workers, are often the product of circumstance. In a 2014 interview, Rabbi Sybil Sheridan (now Romain), a co-founder of the aid organization Meketa, told me that the Beta Israel moved to Gondar City from their ancestral farmlands decades ago due to persecution, with the implicit understanding that their next home would be in Israel.

“They gave up their things, they gave up their jobs, they left thinking they would actually be on the next plane,” Sheridan said. For many, those years of waiting for the next plane have resulted in a week-to-week existence, hinged on the assurances of a future that will reunite them with their now-Israeli families.

In 2003, the Israeli government announced that 20,000 Jews would be allowed to move to Israel, but that plan was later dropped when the Ethiopian government objected to the mass emigration. In 2015, when it became evident that Jewish populations were still at risk from persecution, the Knesset declared it would rescue 9,000 Ethiopian Jews, and would complete the airlifts by 2020. Fewer than 1,000 individuals have been admitted during that time.

In October 2020, Prime Minister Binyamin Netanyahu announced that 2,000 olim would be airlifted to Israel by the end of 2020. The deadline for Operation Tzur Israel (Rock of Israel) has been extended to the end of January 2021, and is gradually being fulfilled. Last month, roughly 700 olim arrived from Gondar and Addis Ababa. Another two airlifts this month have brought the total to roughly 1,500.

Family members and aid groups in both countries say the 2,000-person limit is not enough. Those waiting in Israel to see their relatives say they are worried for their families’ safety with the risk of civil war and the coronavirus pandemic. Aid organizations argue that the country’s economic shutdown in March is still causing widespread unemployment. While Meketa and Struggle to Save Ethiopian Jewry (SSEJ), two aid groups that work to support the communities, have been shipping in food to the community synagogues, they warn that families are still at risk from famine.

Avi Bram, a trustee for Meketa, said conditions in Gondar are worrisome. “The community is in a very bad situation. Many, not all, but many are in a very, very poor and unsettled standard of living, especially now because of the pandemic.”

Bram said the original mandate of Meketa, which was established in 2013, was to reinforce independence for the community through training, conversational Hebrew classes and small business micro-loans. It was never designed to be a supplemental food program. But the aid is critical at this time. “It fills a humanitarian need,” he said.

SSEJ representative Jeremy Feit said the organization does what it can to support impoverished members of the Addis Ababa community. It arranges medical assistance for children under 5 and seniors, and hot meals for malnourished children and pregnant and nursing mothers.

“The end goal of the work is to limit needless suffering and deaths, while urging Israel to evaluate their claims and allow those eligible to make aliyah as soon as possible,” said Feit.

Mengistu (no last name given), who lives in Ethiopia and has relatives in Israel from a previous aliyah, said the communities are facing increasing danger. “On one side, there’s coronavirus,” said Mengistu. On [another] side there’s the war,” coupled with endemic unemployment and famine.

According to Mengistu, the changing criteria for airlifts are only inciting more stress at home.

“[They] said they would bring 2,000 people at the end of this year,” Mengistu said. “We don’t know if they applied their decision [because] every time they decide [on a quota], they change it.

“So, who are they going to bring? Are they going to bring children? Are they going to [separate] brothers and sisters and leave [some] with their parents? Two thousand people, it’s nothing,” Mengistu said, “compared to the [actual number of] the people still in Ethiopia.”

A stalwart proponent

In May of last year, Pnina Tamano-Shata was appointed minister of absorption and immigration by the Likud-Blue and White coalition. The 38-year-old Ethiopian-born Israeli came with life experiences that made her an ideal candidate for the position. She and her family had immigrated during the 1980s rescue Operation Moses, during which an estimated 4,000 refugees died en route. She knows firsthand the conditions that today’s Ethiopian Jewish communities are forced to endure while they wait for aliyah.

She also isn’t bashful in her support for immigrant rights or services. In October, she negotiated an agreement with the Israeli nonprofit Shavei Israel to airlift approximately 700 Bnei Menashe Jews from North India. As part of the agreement, Shavei Israel would cover all transportation costs. The new immigrants will quarantine at a moshav before settling into their new homes and reuniting with their families.

As well, she has put forth a vision and a budget for how to finally resolve the humanitarian crisis in Ethiopia.

In August, Tamano-Shata proposed a plan that would allow, in her words, for Israel to “close the camps” in Gondar and Addis Ababa. Approximately 4,000 of 8,000 olim would be airlifted to Israel by year-end and the rest would follow by 2023. The NIS 1.3 billion ($380 million US at the time) proposal received support from all sides but was never adopted. The Netanyahu government later endorsed a limit of 2,000 by Dec. 31, with assurances of more immigrants at a later date.

Still, Tamano-Shata says she is committed to seeing the aliyah to its end. “[To] my dismay, we were unable to approve the national budget which was supposed to include the outline for the aliyah of those remaining in Ethiopia,” Tamano-Shata told the Jewish Independent in a recent email interview. “However, this does not prevent me from continuing to push for a comprehensive solution for this issue.”

To Mengistu, like many in Ethiopia’s Jewish enclaves, Tamano-Shata’s words are a hopeful sign. “Because now the help for the aliyah is Pnina,” said Mengistu. “She’s one of us. So maybe she will understand the situation and the [reason for] the protests [in Israel.] Maybe things will change.”

With Israel now set to face a fourth election in just two years, Tamano-Shata’s future as the next minister of absorption and immigration is yet to be determined, but her motivation to see the end of what is arguably Israel’s greatest humanitarian crisis remains firm. In 2016, the then-new minister was recognized by humanitarian activist Martin Luther King III for her efforts to establish better protections for Ethiopian immigrants in Israel. Last year, she toured the Addis Ababa enclave and handed out baskets of food to residents. She said she is committed to the rights of Israel’s olim, “despite the policies of lockdowns, shutting of flights and closing of the skies that exists in many countries due to COVID-19.”

At this point, all eyes are on Tamano-Shata. Few doubt that she will meet her stated commitment of 2,000 olim by Jan. 31. But can she, as well, engender better trust between Israel and those waiting for aliyah?

In a recent interview for the podcast One Jewish Family, Ambanesh Biru, former chair of the Gondar Jewish community, summarized the views of a hopeful community that knows its safety may rest in the Israeli government’s understanding of their predicament.

Don’t forget about the Ethiopian Jewish community, said Biru, “especially those [anticipating] aliyah. Because all of the Jews in Gondar and Addis Ababa came from villages expecting they would be going to Israel right away, not to live in Gondar [for the rest of their lives]. So, if anybody comes and talks about aliyah from Israel, please do your best [to follow through].”

Books foster identity

Keren Grinspoon Israel promotes literacy through the gift of books to young children in Israel. Last fall, KGI was chosen by the U.S. Library of Congress as a Literacy Awards Program Best Practice Honoree, “in recognition of the organization’s long-standing achievement in promoting literacy and the development of innovative methods and effective practices in the field.” This past December, KGI’s founding director, Galina Vromen, retired, and the organization welcomed Andrea Arbel to its helm.

The Harold Grinspoon Foundation started PJ Library in 2005 in the United States. According to its website, the program now sends “free books to more than 230,000 subscribers throughout the United States and Canada” and “is an expanding global community linked by shared stories and values that spans across five continents and more than 670,000 subscribers.”

The program reached Israel in 2008, when the foundation’s director of special projects, Vromen, moved back to Israel. She said Harold Grinspoon jumped at the opportunity to extend the program. “He basically said, ‘OK … if you’re going back to Israel, see if you can start PJ Library there,’” Vromen told the Independent. “We were giving away about a million and a half dollars’ worth of grants each year there. He said, ‘I don’t think I need a full-time person to watch over those grants in Israel … so I can assure you full-time employment for six months.’” The job lasted much longer than that, of course.

According to Vromen, the PJ Library book delivery system needed to be different in Israel, as mailboxes there are too small for books. But, on the plus side, unlike in North America, where Jewish populations are spread out, in Israel, you can reach practically every Jewish kid through the public school system.

In 2009, a pilot program was launched with Israel’s Ministry of Education, starting with 3,500 children in the Gilboa region.

“People knew me [in that area] and I came to them and said that we wanted to do a book program,” explained Vromen. “They asked, ‘What books?’ And we answered that we didn’t know yet. So, they basically said, ‘Well, if Grinspoon says he’s going to do it, he’s going to do it.’ And they gave me a lot of support.”

After the first year, the numbers increased to 40,000 children, with funding being split between the foundation and the ministry. The program – called Sifriya Pijama – continued to expand and, eventually, in 2014, the foundation started a program in Arabic.

“Harold Grinspoon, when he started PJ Library, he was inspired by Dolly Parton – a program called Imagination Library, which was really one that served inner-city families, gifting books,” said Vromen.

In Israel, Sifriya Pijama gives kids a shared experience, as they start learning to read.

“Whether it’s a religious or secular school, they get the same books, with the same parent suggestions, for teachers to implement the program within the classroom and, so, it has become quite a bridge-builder,” said Vromen. “I think that children coming from religious homes and those from secular or non-religious homes in Israel don’t normally read the same books or authors. It’s not like in America, where everyone grows up reading Dr. Seuss.

“So, in that way, we’ve managed to make it so that kids now, across the board, are really experiencing the same kind of books. And, with the Arabic program, one could say … What’s a Jewish foundation group dedicated to Jewish education doing running a book program with the Ministry of Education in Arabic? But, the truth of the matter is that, for Israel’s Arab minority, language is an issue.”

Spoken and written Arabic differ. Formal Arabic, which is found in books, unifies Arabs around the world, and the books for kids in formal Arabic begin to build language skills, said Vromen. Just like Sifriya Pijama, Maktabat al-Fanoos is a program about identity, she said.

Many PJ Library books in North America focus on Jewish holidays and Jewish values. The books in Israel focus less on holidays and more on values, like hospitality, taking care of the sick, and honouring your parents.

“We have a book about a bear that is sick and someone takes care of him, and then they all get sick and he takes care of them,” said Vromen. “That’s a perfectly good story for the programs. Another good example is a story we have about a mother koala bear who is very, very busy, but the little koala bear wants to play with her all the time … and the little koala bear learns to do things by himself, eventually deciding to make mud pies, and they come together at the end. It’s a cute little story and a way of discussing an important issue that, when you’re 4 years old is a big concept … giving mom a little bit of mom time and you needing to play by yourself for now … explaining values to a child in a child’s world.

“What’s really important is choosing books that open up a conversation,” said Vromen. “This is a book you can have a conversation about between parents and children. Basically, we’re trying to create opportunities for parents and children.”

Since the program in Israel is school-based, however, the education process starts with the teacher introducing the book to their class, reading it aloud a couple of times. Often, there is an activity included. Then, eventually, the kids take the book home.

“Each child takes home a copy and they keep it,” said Vromen. “There are eight books per year, per child, for three years in preschool. There are four books in first grade and in second grade. And so, by the time the child goes into third grade, they already will have received 32 books from us over the years.”

While most schools are either Jewish or Arab, a small minority are mixed. In mixed schools, the program starts by delivering four Hebrew books in the first half of the year, then four Arabic books in the second half of the year.

So far, the program has created approximately 100 books in Hebrew and Arabic, with nearly 30 of them being translated into English and other languages.

COVID-19 posed a challenge in Israel when schools were closed, but the younger kids were the first to be sent back to school, so the program has more or less caught up on the missed books and is now running as normal.

“For the Arab program, about 90% of the books they receive are the only children’s books they have in their home. In Hebrew-speaking families, it’s about 47%,” said Vromen. “We’re the largest book-giving program in Arabic in the world.”

The program reaches about “70% of Hebrew-speaking children,” she added. “So, we’re talking about 80% of children in public schools in Israel – that’s quite extraordinary.”

Late last year, Vromen retired and, on Dec. 1, Andrea Arbel stepped in to lead KGI, after having worked for 18 years at the Jewish Agency.

“I relate to PJ Library on several spheres – as a published author who believes in the positive power of the written word on children; as someone who cares about strengthening Jewish culture in Israel and overseas Jewish communities; and as a mother of three who understands the critical importance of nurturing young minds and how much these efforts put children on a successful trajectory,” said Arbel.

Together with KGI’s leading partners and other supporters, Arbel is hoping to expand Sifriya Pijama and Maktabat al-Fanoos in both scope and depth, and to widen their sphere of influence on the broader community in new ways. For more information, visit hgf.org.

Complexities of Poland’s past

The wartime actions of Poland and its people provide a prime example of the human capacity for good and evil. Many Poles today proudly point out that there are more of their compatriots recognized in Yad Vashem’s Garden of the Righteous Among the Nations than there are heroes of any other nationality. By contrast, the work of Polish-Canadian historian Jan Grabowski and a team of researchers in Poland chronicles in great detail the collaboration by Polish officials and ordinary citizens in assisting the Nazis in the goal of executing the “Final Solution” in that country.

Poland’s government prefers to focus on the more positive fact. So sensitive and contentious is the history that, in 2018, Poland passed – then, in the face of international outrage, rescinded – a law that criminalized expressions of Polish complicity in the Holocaust. At the time, Israel’s President Reuven Rivlin acknowledged that many Poles had aided Jews during the war era, but also that “Poland and Poles had a hand in the extermination” of Jews during the Holocaust.

Poland’s consul-general in Vancouver spoke to the Jewish Independent last week and shared some personal reflections on his country’s history – including how his own grandfather was murdered in Auschwitz.

Andrzej Mańkowski wanted readers of the Independent to know of a recently discovered story of a group of Polish diplomats in Switzerland who provided faked passports to help Jews flee Europe.

Called the Ładoś Group, after Aleksander Ładoś, the Polish envoy in Bern from 1940 to 1945, the six individuals included four Polish diplomats, one of whom was Jewish, and two representatives of Jewish organizations that conspired with the officials. The RELICO Assistance Committee for the Jewish Victims of the War, established by the World Jewish Congress, and the Agudat Yisrael worked with Ładoś and his colleagues.

In addition to Ładoś himself, three other Polish diplomats were members of the group: Stefan Ryniewicz, Konstanty Rokicki and Juliusz Kühl. The two members of Jewish organizations in Switzerland who rounded out the group were Abraham Silberschein of RELICO and Chaim Eiss of Agudath Israel.

Beginning in 1941 (or possibly earlier) until the end of 1943, the six men illegally purchased passports and citizenship certificates from Latin American countries, primarily Paraguay. The documents were sent to Jews in nations under German occupation, where possessing them increased chances of survival.

“Many of those passports came too late to save people,” Mańkowski said. “The recipients or the holders of the passports ended up in Auschwitz in spite of already having the false passports in their hands.”

As many as 10,000 forged passports may have been obtained, but most reached their intended recipients – primarily German and Dutch Jews, as well as some Polish Jews – too late. Of about 3,200 passports issued to individuals whose names are known, it is estimated that about 800 individuals – approximately 25% – survived the war.

Mańkowski’s own family history is deeply impacted by the horrors of the Nazi era. His grandfather, Emeryk Mańkowski, fled Ukraine after the 1917 Bolshevik revolution and settled in central Poland, where his wife’s family owned land. Part of that land was forested and, during the German occupation, Nazi officials discovered a radio communications device in the forest on the property. Unable to identify the owner of the contraband device, they arrested 10 members of the local intelligentsia – including Emeryk Mańkowski – and sent them to Auschwitz as a warning to the rest of the population.

At the time, Polish inmates were permitted 100 zlotys per month from their family. During the second month of his incarceration, Mańkowski’s family had their monthly stipend returned, with a message telling them that the prisoner was no longer present in the camp.

“The German Nazi bureaucracy was so precise and honest to send back money after killing the victim,” said his grandson, the consul-general.

While Poles suffered at the hands of the Nazis, Mańkowski acknowledges the magnitude is incomparable. Three million Polish Jews died during the Holocaust and, during the same period, three million non-Jewish Poles also died, he said. This represented about 10% of the larger Polish population, but 90% of the Jewish population. After the war, he said, a Polish family of 10 would have a relative missing from their holiday table. A Polish Jew from a family of 10 would be alone.

The consul lamented that Poles and Jews have incompatible narratives.

“We have two separate histories,” he said, citing the visits by Israeli students to the memorial sites of the Shoah in Poland. “These groups of Jewish youths from Israel walk around in Warsaw and see only ghetto, only death all around. They never see us, living Poles. They are coming with bodyguards, they are insulated from Poles.”

The controversy around the now-rescinded law proscribing discussion of Polish complicity led to a major diplomatic eruption with Israel, and Polish Prime Minister Mateusz Morawiecki acknowledged that it was not any respect for civil liberties or historical veracity that led to the reversal, but international pressure.

“Those who say that Poland may be responsible for the crimes of World War II deserve jail terms,” Morawiecki said at the time. “But we operate in an international context and we take that into account.”

Chrystia Freeland, then Canada’s minister of foreign affairs, wrote on Twitter that Canada is “concerned by the potential impact on free speech” of the Polish law and urged that country to “ensure open discussion and education about the horrors of the Nazi death camps.”

The consul emphasized that the law didn’t apply to scientific publication, research or artistic activity, as these fields were excluded from the jurisdiction of this law.

World attention has focused on Poland in recent years not only because of concerns around free expression and inquiry into Holocaust-era history. Poland has been called the worst country in the European Union for gay rights. Expressions of hate speech are leveled against LGBTQ+ Poles by individuals at the highest levels of government. There is a lack of legal protections for sexual minorities and criminal charges have been laid against individuals exhibiting Pride flags. Dozens of Polish communities have declared themselves “LGBT-free zones.”

Mańkowski acknowledged that Poland is a conservative country. Last month, a new abortion law was promulgated, banning abortion in almost all cases.

“It’s a question of some conservative attitudes and opinions on the part of Polish society,” he said. “We are quite conservative, that’s true…. It’s a hot discussion within Polish society and, if you follow polls and opinion research, you will see the real judgment of Polish society and maybe the political system is not following the tendencies of the changing trends.”

Nancy Khedouri, a Jewish politician, writer and businesswoman from Bahrain, provided insight into the history of the Jewish community in the small Gulf state and its recent normalization agreement with Israel, signed in September. She spoke at a Nov. 29 Zoom talk organized by Canadian Friends of the Hebrew University and moderated by Ambassador Ido Aharoni.

A member of the National Assembly of Bahrain since 2010, Khedouri is also the author of From Our Beginnings to Present Day, a history of the Bahraini Jewish community, which started at the end of the 19th century.

“Bahrain was known as a place that always embraced people of various religious and cultural backgrounds. The Jews of Bahrain were always allowed to practise their religion freely,” said Khedouri, a third-generation Bahraini and descendant of Iraqi Jews.

The Jewish community in Bahrain totaled close to 2,000 people a century ago. From the 1940s through the 1960s, many Jews left the country on their own volition; they were never expelled, she pointed out. These days, their numbers are rather small, with roughly a half-dozen resident families, or about 40 individuals, covering all age groups. Most Jews living in Bahrain now came from Iraq.

“Overall, the Jewish people worked in various professions, tobacco, olive oil, electronics, some were in the record business – both my grandfathers were involved in the leasing of cinemas. Some of those here today work in the money exchange business. We have integrated very well in the texture of society. We are highly respected,” she said

One famous member of Bahrain’s Jewish community in the 1940s was a midwife known as Um-Jan, in Arabic, whose story influenced a popular 2020 Arabic television series Um Harun. When the community was larger it had a shochet (ritual slaughterer), and it still maintains a Jewish cemetery.

These days, Jewish traditions and festivals in Bahrain are taught and celebrated at home. Bahrain’s synagogue, located in country’s capital, Manama, is not presently in use. Established in the 1930s, the shul was funded by a Jewish pearl trader from France who wanted to create a place of worship for local Jews. At that time, he entrusted a community member with the responsibility of looking after the title deeds of the property. The synagogue is currently under renovation, and the hope is to have it reopen by Purim.

On the question of the tolerance shown towards Jews in Bahrain, Khedouri highlighted the “open-mindedness” of the ruling family and Islam, “a religion that teaches coexistence, peace and respect for one another. They have embraced the true values of being Muslim.” She pointed out that other religions live in peace in Bahrain: in addition to the synagogue, Bahrain houses churches and the only Hindu crematorium in the Gulf.

Aharoni remarked on the prominent role women seem to have in Bahraini society and public life. “Bahrain took pioneering steps to empower women. We have reached advanced stages,” said Khedouri. “We have had women as ministers and leading roles through the years.” Khedouri’s cousin, Houda Nonoo, served as Bahrain’s ambassador to the United States from 2008 to 2013.

Since the 1950s, women have joined the workforce and, since the 1960s, have started companies, said Khedouri. They joined the police force in the 1970s, she continued. And, now, Bahraini women constitute a high percentage of those employed as doctors. Nonetheless, there is still room for improvement, she said.

On the newly formed ties with Israel, Khedouri commented, “We must remember that Israel never posed a threat to the Gulf countries or the region. Seven decades of lost opportunity is a long time. Everyone met the new agreement with great excitement. We believe both countries will benefit. Israel will benefit by having a great trading partner.”

She expects joint collaborations in many aspects. There are opportunities, she said, in technology, in cinema, arts and tourism. In Manama, much preparation is underway for the arrival of Israeli tourists to the country. A number of hotels and supermarkets are offering kosher menus and products.

Khedouri lauded outgoing American president Donald Trump and his son-in-law and senior advisor Jared Kushner for being instrumental in bringing about a peaceful arrangement with Israel. Bahrain followed the United Arab Emirates in normalizing ties with Israel; afterwards, Sudan and, later, Morocco established deals with the Jewish state. These agreements collectively have been referred to as the Abraham Accords.

Bahrain’s political system is a constitutional monarchy with two legislative chambers. Its Council of Representatives is elected while its Consultative Council (or Shura Council), on which Khedouri sits, is appointed by the king.

Orchestra faces crises

Times are tough for everyone, but that hasn’t stopped one Vancouver group from organizing an urgent fundraising drive to support an orchestra that is a testament to the transformative power of music.

Instruments Beyond Borders (IBB) is a registered Vancouver-based charity that supports music education in disadvantaged communities. The group is raising funds to support the Recycled Orchestra of Cateura, Paraguay (aka the Landfill Harmonic) as they are dealing with two major crises: not only the COVID-19 pandemic, but a devastating fire in the landfill, next to which they reside.

Since 2014, IBB has delivered donated instruments and funds to the Recycled Orchestra, which was borne out of a desire to teach music to eager children living in the marginalized landfill community of Cateura.

The Recycled Orchestra of Cateura is internationally renowned, performing all over the world with their instruments made out of recycled materials from the neighbouring landfill. They deliver a resounding message of environmental stewardship and hope and endurance in the face of poverty.

The pandemic has suspended the capacity of the orchestra to travel internationally – which was a major source of their revenue. Compounding the hardships wrought by the pandemic, the Cateura landfill recently suffered a major fire, resulting in the destruction of many of the orchestra families’ homes. Consequently, this has all but eliminated the opportunity of the parents to derive much-needed income from the gathering of saleable recyclables from the landfill.

In 2014, IBB donated $10,000 towards the building of a music school in Cateura. Fortunately, the school was not damaged by the fire, and today it is temporarily being used as a food relief centre – for the preparation and distribution of upwards of 5,000 meals daily to the devastated local community. Incredibly, the students of the Recycled Orchestra, along with the Orchestra’s Parents Association, have become the hub of relief services.

In the midst of these crises, Favio Chavez, the orchestra’s founder and director, is determined to keep both the orchestra and the hope of music alive, and to support the orchestra’s education program.

The IBB fundraising drive aims to assist the orchestra recover from these dire circumstances. To jumpstart this urgent appeal, the Ben and Esther Dayson Charitable Foundation has pledged to match the first $5,000 donated.

The Recycled Orchestra was the subject of an award-winning 2016 feature film Landfill Harmonic, the trailer for which can be watched on YouTube. Donations can be made at instrumentsbeyondborders.org.

Gratz, Carleton partner

A memorandum of understanding (MOU) between Gratz College in Melrose Park, Pa., and Carleton University in Ottawa, promises to enhance the academic reach of both institutions. Signed by Gratz president Paul Finkelman and Carleton president Benoit-Antoine Bacon, the MOU forges a collaboration between the two schools, with a focus on Holocaust studies and international engagement. Possible ventures include the exchange of faculty and staff, student exchange programs, and joint research projects.

“We are honoured and excited to develop a partnership with one the great universities in Canada,” Finkelman said. “The collaboration will make Gratz and Carleton stronger institutions by complementing each other’s programs and strengthening international cooperation in higher education.”

Finkelman noted that “this year, 2020, Gratz is 125 years old, and signing this agreement is a wonderful way to conclude our anniversary year.”

“This international partnership focused on Holocaust studies will greatly benefit students and researchers at both Carleton University and Gratz College,” Bacon said. “This important work will advance the priorities of Carleton’s new Strategic Integrated Plan, International Strategic Plan and brand new Equity, Diversity and Inclusion Action Plan. As the world awaits the return of international travel and cross-border cooperation, we look forward to further engaging with the remarkable team at Gratz College.”

Under the MOU, Gratz will work directly with Carleton’s Max and Tessie Zelikovitz Centre for Jewish Studies. Gratz faculty and students will have access to Carleton’s libraries and archives, as well as opportunities to join the Zelikovitz Centre as research affiliates.

“These opportunities for Gratz faculty and graduate students will enhance our vibrant masters and doctoral programs by offering additional scholarly opportunities,” said Honour Moore, dean of the college.

In exchange, Carleton faculty and students will have access to Gratz’s Holocaust Oral History Archive, which houses one of the largest collections of audiotaped testimony in the United States and is a contributing organization to both the U.S. Holocaust Memorial Museum and Yad Vashem.

“As a small institution, Gratz values academic partnerships that can enrich our students’ learning opportunities in significant ways,” said Ruth Sandberg, director of Gratz’s Jewish-Christian Studies Program. “We are eager to take advantage of what Carleton has to offer us, including ways in which our students can interact with each other, ways in which our faculty members could partner with each other, and ways in which Gratz can become regular participants in the many notable lectures and discussions offered through the Zelikovitz Centre.”

Bacon and Finkelman signed the MOU during a virtual ceremony Dec. 8. The agenda also included remarks from Sandberg and Deidre Butler, director of the Zelikovitz Centre.

“From our first conversations with Gratz leadership, we found true colleagues,” Butler said. “We look forward to strengthening this community by engaging with Gratz faculty and students through a variety of venues.”

The virtual signing ceremony set the tone for the partnership, said Karen Schwartz, associate vice-president of research at Carleton and the university’s international liaison officer. Ahead of the ceremony, faculty members and administrators from both institutions began collaborating by joining each other’s online lectures and discussions.

“Due to the COVID-19 pandemic, it has become even more important – regardless of how challenging – to not only keep in touch with our preexisting international partners, but to continue establishing new ones as well,” Schwartz said. “Holding a virtual MOU signing is certainly not the same as an in-person event on campus, but it is the next best thing. And so, in this spirit, we are excited to make official our partnership with Gratz College. It will allow students and faculty from both institutions to share academic resources and conduct joint research to advance Holocaust education.”

Gratz College, a private nonprofit institution, is accredited by the Middle States Commission on Higher Education. Founded in 1895, it is the oldest independent college for Jewish studies in North America. Today, Gratz enrols a diverse population of students from around the world, with many programs that reflect its historic focus on Jewish studies and education.

Located in Canada’s capital city, Carleton University provides more than 30,000 students from every province and more than 100 countries with academic opportunities in more than 65 programs of study, including public affairs, journalism, engineering, high technology and international studies.
