Federation’s latest transfer of aid to Israel

Last month, Jewish Federation of Greater Vancouver transferred $9.3 million from its Israel Emergency Campaign. Additionally, the allocations committee approved a further $1.4 million for transfer.

It has been more than 10 months since Oct. 7, and the situation in Israel remains dynamic and unstable as a full-scale war looms in the north. Rachel Sachs, director of Federation’s Israel office, provided the following update:

“Over the past few months, as the situation in the south stabilized and transitioned into rebuilding, the situation in the north has escalated, creating more complex challenges for displaced communities.

“Mutual fire along the northern border has been steady since October 2023 but has escalated over the past few weeks. This means hundreds of homes along the border have been hit and damaged. Thousands of residents, who were evacuated … are still living in temporary housing or have settled in new homes in new communities, and do not plan to return to the Galilee when the war is over. The communities that were not evacuated have been living in an active war zone since then, under the threat of rockets, drones and missiles.”

Federation was notified by Elad Kozikaro, chief executive officer of the Kiryat Shmona Community Centres, “that a rocket hit close to Beit Vancouver causing some damage to the building. Thankfully, no one was hurt, but Beit Vancouver is home to thousands of children and teens and has left the community unnerved.”

Considering these developments, the IEC Allocations Committee, chaired by Stephen Gaerber, realigned its strategy to focus on the north. The following organizations are recipients of IEC allocations from February through June 2024: Society for the Protection of Nature in Israel (SPNI), Tzafon Medical Centre, Taglit Birthright Israel, Galilee Medical Centre, Kiryat Shmona Community Centre, Kiryat Shmona High School, Upper Galilee Regional Council, Tel-Hai College, municipalities in the East Galilee Cluster, Israel Medical Association, Dror Israel, Healthy Minds, JDC and Magen David Adom Israel.

Pushing back against antisemitism

With antisemitism rising in British Columbia, professionals from three sectors – health care, post-secondary education and K-12 schools – have started organizing so incidents of hatred in their workplace are challenged at every opportunity.

The Jewish Academic Alliance of British Columbia and the Jewish Medical Association of British Columbia have launched in the past few months, while BC Teachers Against Antisemitism has grown more active since the Hamas terror attacks on Oct. 7, 2023.

“Antisemitism is reaching crisis levels in BC, and we are proud to be able to support the important work of these newly formed groups at this critical time for our community,” said Ezra Shanken, chief executive officer of the Jewish Federation of Greater Vancouver.

“I am in awe of all of our community members and allies who are stepping up to address what is a clear crisis at workplaces across the province – particularly since employees are uniquely positioned to address workplace issues with their employers,” noted Nico Slobinsky, vice-president, Pacific Region, Centre for Israel and Jewish Affairs.

“We have seen an incredible increase in worrying activities – from terror-affiliated organizations like Samidoun setting up an encampment at UBC to teachers making inappropriate comments towards Jewish students in the classroom, to troubling behaviour in our healthcare system. Yet, we have seen little by way of new activity by government,” said Slobinsky.

“The rise of antisemitism inside health care has been chilling. In a profession dedicated to healing people, we’ve witnessed hateful words and actions that have some fearing for their safety,” said Sharon Gershony, clinical instructor, pediatric nuclear radiologist, BC Children’s Hospital. “The Jewish Medical Association of BC is a supportive community for Jewish physicians, trainees and allied healthcare professionals. Together, we will create safe workspaces by confronting antisemitism with engagement, education and promotion of respect and greater tolerance.”

“Post-secondary institutions across BC have been a focal point of antisemitic activities and actions, some of these threatening the safety of faculty, staff and students. There is no place for this in BC,” said David Silver, a University of British Columbia professor who is helping form the Jewish Academic Alliance of BC. “By bringing together Jewish professors, educators and staff from across campuses, the Jewish Academic Alliance of BC will work to ensure that hate is confronted and campuses are again a place where Jews can feel safe.”

“Since Oct. 7th, some horrible things have happened in classrooms and in schools – to teachers and students alike, who have been singled out because they are Jewish and only because they are Jewish,” said Ginaya Peters, founder of BC Teachers Against Antisemitism. “We have had to become more active and will continue to push back against the hatred and discrimination and create a safe learning environment for all.”

JWest project update

The JWest project recently announced two significant milestones in its journey from vision to reality: the implementation of a new governance structure that will serve the project moving forward, and a $5 million founder-level gift from the Cristall family.

JWest represents the Jewish community’s most ambitious capital endeavour undertaken in Western Canada. It is the result of three community institutions – the Jewish Community Centre of Greater Vancouver, the Jewish Federation of Greater Vancouver and King David High School – envisioning a community hub that would be bigger and serve more people than any one institution alone.

What began as a partnership between these three founding partners has now evolved into two formal boards: the JWest Foundation and the JWest Development Corp. These bodies will provide independent expert oversight of the project and work in the long-term interests of the community as they relate to JWest.

Both boards boast key leaders from the community, who represent the three founding partner organizations, as well as members at large who bring expertise in the fields of governance, fundraising, real estate development and finance.

The JWest Foundation, a charitable organization, will provide financial oversight of the project’s costs and revenue. The JWest Development Corp. will manage the construction of the campus, including the new JCC, KDHS space and residential towers, and the ongoing maintenance of the future campus.

“Stepping into the leadership role for the JWest Foundation is a privilege,” said Bill Levine. “Our dedication to this project marks a significant step forward. Together, we’re shaping the future of our community while upholding our treasured value of building for those who come after us.”

Bringing decades of experience in fundraising, governance and strategic planning from having served on multiple boards, the JWest Foundation includes Alex Cristall, Diane Friedman, Hodie Kahn, Lana Marks Pulver, Diane Switzer and Alvin Wasserman.

On the JWest Development Corp. board, Jewish community members with significant real estate, finance and community development expertise, including Andrew Abramowich, Chris Andison, Michael Berkson, Alfonso Ergas, Phil Gertsman, Geoff Glotman, Mark Gurvis, Lana Marks Pulver and Lawrence Zimmering, will work with Vancouver real estate developer David Porte, who has taken on the role of chair.

“JWest is going to be the heart of the community and the expanding Oakridge neighbourhood, with amenities to benefit everyone across Metro Vancouver,” said Porte. “The JWest Development Corp. has been entrusted to help drive the project forward, and I am honoured to work with extraordinary leaders to bring JWest to life and ensure its success.”

The two-phase redevelopment project on 41st Avenue and Oak Street begins with a new state-of-the-art JCC that will include an expanded Vancouver Holocaust Education Centre, a new gymnasium for KDHS and a home for more than 20 not-for-profit organizations. Once complete, construction of a new King David High School will begin and include classroom spaces and an outdoor playing field. The final addition to the campus will be two towers of rental housing to serve the region.

The Cristall Family, who were early donors to the project, were pleased to see the new governance boards established. As a family, they have supported multiple capital campaigns, and understand the complexities inherent in projects of this scale.

“Jewish institutions have always been important for our community,” said Alex Cristall. “They provide a safe place to gather across generations and, in the case of JWest, a place to invite others to share in our culture and traditions. Our family sees this as our opportunity to build for our children and for the future of our city.”

Help vs antisemitism

The Antisemitism and Israel Crisis Response Team’s hands-on guide can be found at jewishvancouver.com/toolkit.

Since Jewish Federation of Greater Vancouver launched the Antisemitism and Israel Crisis Response Team (AICRT) in November 2023, the team has been dedicated to helping Jewish community members navigate the challenges of a post-Oct. 7 world.

Last week, AICRT – co-chaired by Rabbi Dan Moskovitz and Nico Slobinsky – launched a hands-on guide for community members. It covers everything from tips on engaging in social media, to reporting an antisemitic incident, to hosting neighbours at events so non-Jewish friends can connect with the Jews in their lives in positive ways.

On the day before Federation launched this guide, the Vancouver Police Department released a report that the Vancouver Jewish community experienced a 62% increase in police-reported antisemitic hate incidents in 2023 compared to 2022 – and 33 of 47 incidents occurred after the Oct. 7 terrorist attacks perpetrated by Hamas. Antisemitism is a real and present threat, and it’s a growing problem. That’s why Federation, the response team and the Jewish community are coming together to push back against it.

The toolkit is a guide to help people take meaningful actions – as well as advice on where to turn if you need help. All of it is based on two key factors – what the response team has heard from community members about what they need to navigate these dark times, and professional polling of the broader community.

Antisemitism Legal Helpline

The Antisemitism Legal Helpline aims to connect those facing antisemitism with legal information and resources. It is being hosted through Access Pro Bono, a nonprofit providing referrals and legal assistance. Their newly hired coordinator, Dan Rothwell, is a Vancouver lawyer with experience in the public, private and nonprofit sectors. He is keen to connect with community partners to help make this project a valuable tool in the fight against antisemitism, and he can be reached by email: [email protected].

More funds to Israel

The Jewish Federation of Greater Vancouver has made its third transfer of funds – just under $1.6 million – to Israel since the Oct. 7 Hamas attack.

The latest transfer brings the total transferred from Federation’s Israel Emergency Campaign to just under $6.5 million. To date, Jewish Federation has raised more than $17.3 million through the campaign.

Israel and its citizens are transitioning from emergency mode to emergency routine. To meet the current circumstances and provide impactful assistance, the Israel Emergency Campaign allocations committee has developed a framework for allocations and includes support in the following areas:

• Addressing the basic needs of survivors, evacuees and all Israelis during the war, including emergency assistance to those directly impacted by the Oct. 7 attack.

• Addressing the immediate needs of people from evacuated communities who have been displaced for an unknown duration of time, so they can regain a semblance of normalcy and build resilience, through educational programs, respite and related supports.

• Providing emergency care to survivors and evacuees who have experienced traumatic events and require immediate support. Supporting medical centres on the frontline to increase their ability to address emergency situations along the country’s borders.

• Supporting strategic approaches to minimizing the drastic negative effect of societal challenges such as divisions between groups of the population, destruction of community life, loss of livelihood and a significantly decreased sense of resilience and security, all of which are sources of concern and anxiety for many Israelis.

• Supporting vulnerable groups with unique, disadvantaged circumstances.

The recent $1.6 million has been allocated as follows:

Sha’ar HaNegev: young adult retreat for a second group of attack survivors.

Pitachon Lev: emergency humanitarian aid.

Shahaf Foundation with Kiryat Shmona Community Centre: capacity-building for evacuated municipalities.

Summer Camps Israel, Morris and Rosalind Goodman Family Foundation: winter camps for evacuated children.

Yozmot Atid: mentorship for women small business owners.

Elem: safe spaces for at-risk youth.

Kishorit: support community of adults with disabilities on the northern frontline.

Beit Halochem: therapeutic services for veterans and newly wounded.

Leket Israel: supporting food distribution from farms in the south to vulnerable populations.

Israeli Hostages Advocacy Fund: supporting frontline work and international advocacy to release the hostages.

Shalva: emergency housing for evacuees.

Magen David Adom: ambulance purchase.

Dror Israel: youth programs and respite.

Second round of funds to Israel

Jewish Federation of Greater Vancouver has raised $16.3 million to address the crisis in Israel and is currently distributing $2.8 million to support the needs of survivors and evacuees. This distribution is in addition to the $2.1 million already hard at work on the ground in Israel.

As Israel transitions from “emergency mode” to “emergency routine,” citizens nationwide are bracing for what is likely to be a long and challenging period. More than 300,000 Israelis have been displaced from their homes and communities, their lives turned upside down, physically and emotionally. Their needs range from mental health support to temporary burial service (in unbearable numbers) to educational activities to daily necessities and more.

This second release of funds has gone to the following organizations in Israel.

Bring Them Back Home: psychological support for the families of those missing and held hostage.
Beit Issie Shapiro: treatment and respite for evacuees and survivors with disabilities.
Ramat Negev Regional Council: kitchen centres for evacuated communities and mobile shelters for Bedouin schools.
Shaar Hanegev Regional Council: respite and treatment for young adults and terror attack survivors.
Tel-Hai College: supporting students and alumni through stress and trauma teams and art centres.
Mashabim Community Stress Prevention Centre: mental health care for the northern communities.
Galila: medical kits for communities of the Eastern Galilee Cluster.

First allocation of funds

In the Vancouver Jewish community’s Upper Galilee Partnership Region, thousands of residents have been evacuated. Funds raised here will provide emergency preparedness funding, which will be directed to strengthening preparedness with emergency war rooms for community centres. A week’s worth of food and other necessities will be delivered to vulnerable families in Kiryat Shmona in the event of an attack.

The initial transfer of $2.1 million from the $15 million raised by the Jewish Federation of Greater Vancouver’s Israel Emergency Campaign has gone to the following programs:

Jewish Agency for Israel Victims of Terror Fund provides immediate grants to assist victims within 48 hours of their homes being damaged by rocket fire, as well as long-term rehabilitation grants to allow those impacted by terrorism to receive the post-trauma care they require.
Respite for Olim Living in the South provides a five-day respite period for 2,000 olim, newcomers to Israel, from absorption centres in southern Israel, so they can sleep through the night without fear of running to shelters. Olim who do not want to leave their homes can benefit from respite activities within the absorption centres, including entertainment and educational programming for children and teens to take their minds off the current situation temporarily and allow parents a few moments to themselves to address their own needs.
Joint Distribution Committee Support for Disabled Populations of the South delivers services for people with disabilities, including a designated hotline staffed by psychologists and social workers.
Israel Trauma Coalition Direct Mental Health Care provides immediate, direct care to minimize the number of people who suffer from post-traumatic stress disorder. In addition to providing their usual crisis care, ITC is supporting bereaved families, families of the missing and abducted, and injured individuals and their families.
Israel Association of Community Centres Emergency Financial Aid funds community centres in two southern communities to help them meet needs such as buses to evacuate residents, day outings to amusement parks and nature excursions, overnight retreats, purchasing of emergency and medical equipment and provisions, electricity generators, recreational equipment for children, food parcels, diapers, toiletries, and more.
Dror Israel Evacuated and Hospitalized Teens and Youngsters offers therapeutic and educational programs for children and families in Rehovot, Ashdod, Kiryat Gat and Ashkelon, with more locations opening as soon as it is deemed safe. Daycare for children of hospital workers, day camp activities at hospitals for kids ages 3-12, as well as in-person and online programming are offered. Dror Israel is working with communities in which it is already embedded and with whom the counselors already have established trusting relationships.
Kedma Southern Student Communities works with mental health professionals to provide on-the-ground support to the shattered communities of the south and brings students there together as a community. This includes support and informal programming to fortify community resilience and minimize risk of post-traumatic stress disorder. Funds will support 10 communities over three months.
United Hatzalah Protective Gear for Volunteers and Helpers will receive funding for 40 protective gear units for 40 first responders.
Shalva – Supporting Disabled Residents of Southern Israel is assisting more than 1,000 evacuees with disabilities from southern Israel, who are expected to arrive at the Shalva National Crisis Response Centre over the coming days. Funding will ensure they have the clothing, medications and supplies they need, while providing them with the social services support they require to process the recent trauma.
Beit HaLochem – Supporting Veterans from Southern Israel supports senior veterans suffering from post-traumatic stress disorder as well as newly injured veterans.

Federation will continue to monitor the evolving situation and needs in Israel to prioritize the next round of grants.

First aid funds distributed

The Jewish Federation of Greater Vancouver presented a $36,000 cheque for flood relief to Gurdwara Dukh Nirvan Sahib (Surrey Sikh Temple) and the Guru Nanak Food Bank on Dec. 2. The funds will be used to transport urgently needed items to flood victims in Merritt, to offset the cost of rent for a new food bank, and to purchase air mattresses and blankets for people who have been displaced, lost their possessions, or both.

This is the first disbursement from Jewish Federation’s B.C. Flood Relief Funds, which has topped $300,000, thanks to the support of hundreds of donors. The Centre for Israel and Jewish Affairs helped facilitate the partnership – with their main contact being Nick Walia, who is the fundraising coordinator for the food bank – and the Jewish Federation of Victoria and Vancouver Island supported the fund, making it a truly provincial effort from the Jewish community.

Speaking at the Guru Nanak Food Bank, Jewish Federation’s board chair, Candace Kwinter, who was joined by chief executive officer Ezra Shanken, spoke of her pride in being able to partner with the Sikh community, and “to see the remarkable work [they] are doing” at their operations centre. The temple’s head priest and president of the food bank, Narinder Singh, was on hand for the ceremony.

Kwinter spoke of the special meaning this partnership had for the Jewish community during Chanukah: “Chanukah is a time when we remember a miracle that took place after a devastating period of destruction and loss. The holiday takes place at the darkest time of the year, and we light the candles of the menorah each night to bring light and hope into our homes and into the world around us. We want to share that light with our friends and neighbours who need us now, so we can bring them a ray of hope.”

Jewish Federation has long supported non-sectarian humanitarian aid whenever and wherever disaster strikes, and is developing a long-term strategic approach to its flood relief efforts to ensure support will be available as needs evolve over time. Next step in JCC project

Emily Pritchard has been appointed as director of the upcoming capital campaign for the Jewish Community Centre of Greater Vancouver redevelopment project. She brings close to a decade of experience to the role and has led successful capital fundraising campaigns throughout her career.

“We are delighted to welcome Emily on board,” said Alvin Wasserman, president of the JCC. “Her appointment is an indication of the growing strength and immense potential of this enormous undertaking.”

The redevelopment will be the single biggest project in the history of the local Jewish community and will bring diverse groups of people from across the region together around a central community hub.

“I am thrilled to be working on this project. Not only is this one of the most ambitious capital campaigns in the city, it is an excellent example of how a capital project can pull a community together,” said Pritchard. In previous roles, Pritchard has led successful campaigns for Christ Church Cathedral and Covenant House Vancouver.

Over the past few years, the JCC, Jewish Federation of Greater Vancouver and King David High School have engaged in a strategic process with stakeholders regarding the proposed redevelopment of the JCC site. As part of that process, the organizations agreed to collaborate on fundraising.

“The creation of the capital campaign director role is part of our commitment to building an experienced team of professionals,” explained Alex Cristall, Jewish Federation’s board chair. “The proposed redevelopment of the JCC site is a complex, long-term project that will take commitments from across the community, government and beyond to realize. Ensuring we have Emily in place at this early stage will enable us to be fully prepared when the time comes to launch the capital campaign.”

KDHS co-president Neville Israel said Pritchard is “a critical part of our cross-organizational team.”

“As the redevelopment starts to gather steam,” added school co-president Jackie Cristall Morris, “I am confident that she will help bring to life the exciting opportunities ahead of us.”

Proposed redevelopment

The current 60-year-old JCC facility serves 40,000 people a year, comprising more than 300,000 visits annually. In April 2021, the B.C. government announced $25 million to support the first phase of the redevelopment. This followed Vancouver City Council’s unanimous approval of the rezoning and redevelopment plan for the site. Previously, the provincial government and private donors provided support for the planning stages of the project, which is expected to be completed in two phases.

The first phase will result in a renewed 200,000-square-foot multigenerational community centre on what is currently the JCC parking lot. It will include expanded childcare, seniors’ services, arts and cultural spaces, and amenities for all Vancouver residents. More than 15 not-for-profit organizations are expected to call the centre home, and plans include expanded space for the Vancouver Holocaust Education Centre, a new theatre, and more.

Once that is completed, the redevelopment’s second phase will begin on what is currently the site of the existing JCC building. Central to this is a mixed-use rental housing project, with units expected to be offered at or below market value and be open to everyone. In this phase, with support from private donors and supporters of the school, KDHS will move to a new facility that will give the school ample space to provide academic, athletic and extra-curricular programming.

More than $8.9 million raised

When COVID-19 hit, the Jewish Federation of Greater Vancouver quickly refocused its organizational resources on closing the annual campaign and addressing urgent community needs. Now, it is circling back to announce some terrific news, which is that the 2019 Federation annual campaign raised more than $8.9 million.

Here is a general breakdown of the funds raised:

$7.9 million in unrestricted funds to support programs and services locally, nationally and in Israel through the allocations process – an increase of $100,000 from last year;
$1 million in special project funding from donors who give above and beyond their annual campaign commitments to support programs that meet high-priority community needs; and
$40,000 to support the work of specific agencies from donors directing a portion of their increased gifts through Federation’s Plus Giving program.

The community’s generosity is making an impact here and around the world. Thirty-two local Jewish families will have safe, stable homes when they move into new affordable housing units this summer. Youth in Israel who were once considered at-risk are now skilled professionals whose expertise is sought after.

Federation gives a huge thank you to everyone who contributed and to everyone who volunteered to make the annual campaign a success, including the more than 250 community members who volunteered as canvassers and team captains.

Federation’s campaign chair, Jonathon Leipsic, once again demonstrated outstanding leadership, energy and passion for community as he led the Annual Campaign Working Cabinet. Kol hakavod and todah rabah to Leipsic and to each of these community leaders, who are on this dedicated team: Shay Keil, major gifts co-chair; Lana Pulver, major gifts co-chair; Michael Averbach, men’s philanthropy co-chair; Daniel Dodek, men’s philanthropy co-chair; Susan Hector, canvasser development; Al Szajman, marketing chair; Alvin Wasserman, campaign advisor; and Catherine Epstein, agency liaison.

The funds raised in this campaign will be distributed locally, nationally and in Israel during the 2021 allocations cycle, which will take place next summer. This is part of the two-year allocations cycle that Federation established after the 2008 economic downturn in order to provide greater predictability to its partners and to provide a measure of protection in the event of unanticipated fluctuations. The prudent contingency planning that Federation has been able to do as a result is part of what enabled it to provide emergency funding in April to community organizations that were hit hardest by COVID-19.

In addition, the community also depends on Jewish Federation to work with donors throughout the year to generate special project funding to meet high-priority needs. Combined with the annual campaign result, the total Jewish Federation raised this year was $10.3 million. While this strong result will help sustain the community, more resources will still be needed to address increased community needs related directly to the pandemic. A healthy annual campaign is just the start. With the challenges we’re all currently experiencing, Jewish Federation’s central role has never been more important.
